Hello Friends,
We have just completed week two of the 17-week long session. It was a short week. On Wednesday we were informed that the floor session would not be held on Friday. I assume so that members could fly back to Las Vegas for Valentine’s Day.
Then on Thursday the entire legislature was shut down due to the winter storm. However, there was an abbreviated floor session on Thursday where no business was conducted since there was not a quorum. This
Thursday floor session did ensure that the Constitution was not violated (no recess can be longer than three days, excluding Sunday).
The four Governor vetoed bills (AB 218, AB 319, AB 340, and AB 383) that were placed on the clerk’s desk remained on the clerk’s desk this week.
As of February 14th , 54 additional bill draft requests (BDRs) were submitted to the
Legislative Counsel Bureau (LCB) bringing the total to 1,024 BDRs. Of those, 443 have been submitted as bills to either the Assembly or Senate, which is 20 more than last week. The Assembly currently has 239 bills that are in the process.
On Tuesday of this week the Government Affair Committee heard AB 144, which concerns Indigenous Peoples Day. Note that Nevada Revised Statues (NRS) Chapter 236 includes holidays and periods of observance. The holidays are the specific days that the state honors and closes state offices. Periods of observance are specific days that the state recognizes and honors.
Under current law, August 9th is the period of observation day for Indigenous Peoples Day. This bill would change the day to the second Monday in October. The second Monday on October is currently the period of observance day for Columbus Day. I am not in favor of this bill and I do not think that Columbus Day and Indigenous Peoples Day should be observed on the same day.
Also, this week the Natural Resources Committee heard the “egg bill”, AB 171 on Monday. This bill authorizes the Director of the Department of Agriculture to suspend the requirement that only “cage-free eggs” can be sold in the state for a period of 120 days and that up to two 120-
day suspension can be issued in a calendar year. The Speaker waved the rules for this bill and it was reviewed in a work session at the same meeting and passed out of committee. On Tuesday the bill, under the suspended ruled, was passed out of the Assembly and immediately sent over to the Senate.
This legislative session I am honored to again serve on the Government Affairs Committee and the Natural Resources Committee. I am also on the Education Committee this session.
